Portius Festus was the Roman procurator of Judea who inherited Paul's case from his predecessor Felix. When Jewish leaders pressed him to condemn Paul, Festus referred the case to King Agrippa II for hearing. Though impressed by Paul's defense, Festus concluded him innocent but bound to Caesar by his appeal.
